China’s first offshore equipment comprehensive standardization demonstration program --"Offshore Engineering Equipment--Jackup Drilling Rig Comprehensive Standardization Demonstration Program" passed the expert assessment and acceptance successfully in SWS on Oct 16th. In the morning, "SWS Offshore"President -Zhang Wei and Deputy Chief Technical Officer- Geng Weixiang, with other leaders and experts, paid a visit to SWS Offshore to visit the jack-up drilling rig under construction. They held the demonstration program acceptance and press releasing conferences in the afternoon of the same day. The conferences were hosted by head of No. 1 Industrial Dept. of National Standardization Committee-Wang Junwei and vice president of SWS respectively. Mr. Yin Minghan-Deputy Director of National Standardization Committee, Mr. Chen Xiaojun-Shanghai Bureau of Quality and Technical Supervision, Chairman of the Board and Secretary of CPC Party Committee-Mr. Huang Yongxi and Deputy Director of CSSC Technology Department-Wang Yanguo attended the conferences and delivered their speeches. In the acceptance inspection meeting, the Deputy Director of Design Dept. No.2 , Ma Shuguang made a conclusive report on behalf of the project team, the expert assessment group carefully reviewed and finally approved the project results. The review concluded that this demonstration program constructed Chinese jack-up drilling rig standard system for the first time, developed and implemented a series of important standards like jack-up drilling rig construction quality standard, created the offshore equipment standardized information management platform, cultivated and brought up a number of standardized technical talents, fully accomplished the six general goals of the demonstration program. The demonstration program systematically researched and applied comprehensive standardization theory and methods, investigated and built a jack-up drilling rig standard complexes prototype, improved the construction quality and efficiency, reduced the design and construction cost, lower the weight of the rig, advanced the technology progress, and achieved outstanding business benefits and social benefits. It is reported that the demonstration program was schemed in 2011, approved to set by Standardization Administration of the People’s Republic of China in 2012 and took five years. It was organized by CSSC and Shanghai Bureau of Quality and Technical Supervision, lead by SWS and jointly implemented and promoted by MARIC and CIMTEC. An expert team was established to give the guidance throughout the entire process. The successful approval of the demonstration program marked that China had realized three breakthroughs on industry, standard, and technology in offshore equipment area. SWS established the standard system of Jack-Up Drilling Rig for the first time, by reference to foreign advanced experiences, the standards expanded from less to more, more to complete and complete to excellent, realized a breakthrough in top-level standard System construction for Offshore Projects; SWS shall organize the conversion of technical fruits, rely on independent innovation , strive to be the first one to make technical breakthroughs in green, safety and environment protection for national offshore equipment manufacturing. Looking forward in the future, the implementation of state "Belt and Road "initiative brings rare historical opportunities for industry. We shall take advantage of this opportunity to make innovation and breakthrough, through comprehensive standardization, greatly enhance the national state offshore equipment manufacturing competitiveness on the world market, enable China to make the important position in global maritime strategic equipment.
