On November 8th, 2012, while the 18th CPC annual Congress was held in Beijing, the 400 feet JU2000E jack-up drilling rig (H1318), built for China Petroleum Offshore Engineering Co., Ltd (CPOE), ---the subordinate of China National Petroleum Corporation (CNPC), started its assembling process in SWS's No. 2 Drydock. This jack up rig is another large investment in offshore engineering equipment of CPOE following the 350 feet L780 jack-up rig constructed in 2006. It is another milestone after the successful Keel Laying of the first jack-up H1288 on Oct. 8, 2012. The construction of this jack-up rig laid a solid foundation for realizing China's "12th Five-Year Plan and accelerating the exploration and development of oil and gas in deepwater, which provided a favorable opportunity for SWS development, design and construction of large offshore equipment and enter the world's advanced ranks.
The Keel Laying Ceremony of Jack-up Unit (H1318) was hosted by President of SWS---Mr. Wang Qi. Mr. Wu Di, Assistant President of CSSC, Mr. Huang Yongxi, Board Chairman of SWS, and Mr. Huang Ligong, President of CPOE attended the ceremony and respectively delivered a speech. Huangyong Xi said in his speech, CPOE is a world-class professional offshore oil exploration and services company, which is our respected partner, who has supported the development of SWS and China's shipbuilding industry in the current depressed shipbuilding market. The construction of this jack up rig is a great significance for SWS to realize the industrial structure adjustment and products upgrading. We are expected to deepen the cooperation of both sides, and strengthen the technical exchanges and cooperation, and to create a bright future of win-win cooperation. In the speech, Huang Ligong expressed his appreciations and respects to all leaders who had pay attentions the construction of this project, to the relevant cooperative companies, and to all the personnel who had participated in this project, for their hard working. It is anticipated to continue the cooperation with SWS in the future. He required SWS to improve the project management, and strictly control the project quality and safety, to ensure the construction schedule, and to make the jack-up rig H1318 as a high-quality demonstration project. Finally, Wu Di emphasized in his speech that the construction of the project was not only the extension of the mutual benefit and sincere cooperation between CPOE and CSSC, but also the start of strengthening the further comprehensive strategic cooperation of the two sides. In the process of CPNC’s offshore oil and gas business vigorously development of "going out" , CSSC will provide a full range of support in the field of design and construction, and make more contribution for the development of China's offshore oil and gas and the development of offshore equipment manufacturing.
At 10:28 am, with one order given by Huang Ligong, President of CPOE, the key component of the drilling platform - the flying saucer-shaped spud can, which is with the diameter of 18 meters and weighing up to 350 tons, was steadily hanging to the specified location by the gantry crane. With grand salute and the crowd cheers, the construction of H1318 officially stepped from the structure construction stage into the final assembly stage in drydock. Within one month, it is the second jack-up drilling platform of which the construction has stepped into the final assembly stage in the drydock, and it refreshed the record of Shanghai Shipbuilding Industry that there are two drilling rigs constructing side by side in the drydock.
Chen Jinhai, the honorary Chairman of Shanghai Shipbuilding Industry Association, Wang Yanguo, Deputy Director of Offshore Dept. of CSSC, Peng Fei, Vice President of CPOE, Xing Wenhua, Director of MARIC, Li Xiaoping, Chief Engineer of MARIC, Xie Hua, Director of Tariff Office of Shanghai Pudong Customs, representatives of CCS and ABS and nearly one hundred guests and friends from the community attended the ceremony.
It is reported that the spud can, the main hull, the living quarter, the lifting device, legs and other major section structures of jack-up (H1318) will be constructed in SLO which is the offshore engineering base of SWS located in Lingang Heavy Equipment Industry Area. The rest of the design, procurement, construction, commissioning will be completed in SWS. H1318, JU-2000E, same as H1288 project , consisting of the triangular structure and the three triangular truss legs, the platform is capable of operating in water depth of up to 400 feet, and drilling into the depth of 30,000 feet, which has good seakeeping performance, anti-earthquake performance, and strong self-sustaining capacity, meeting the operational requirements of the Middle East waters.
